Every construction contract promises handover. Far fewer define it. In our building practice the definition is blunt: a facility is handed over when the snag list is zero, the documentation is complete and the people receiving it can run it without calling us. Getting there in a remote county is a discipline of its own.
A cracked pane noticed during glazing costs a phone call. The same pane at final inspection costs a return trip, and in Tharaka Nithi or Wajir a return trip is a week and a vehicle. So we inspect continuously, not ceremonially: works are checked as they happen, and defects are corrected while the responsible crew and materials are still on site.
Walls and roofs move fast and photograph well. Handover lives in the slow five percent: ironmongery that closes, drains that fall the right way, paint that survives a first term of school life, laboratories where every tap and gas point actually works. We plan that five percent as its own phase with its own supervisor, because a programme's reputation is decided there.
A school that receives a building without as built drawings, test certificates and maintenance guidance has received a future problem. Our handover files carry the whole trail, which is also what lets a client answer an audit years later without archaeology.
We walk the head teacher, the board and the county works officer through the facility while the snag list is still open, and their observations go on it. People maintain what they helped accept. It is the least technical step in the process and it may protect the investment most.

None of this is complicated. All of it is work. That is rather the point: in public construction, the gap between adequate and excellent is not genius, it is whether somebody insists on finishing properly.
